Yes, the law requires you to slow down as you approach an “official” vehicle that has stopped and has its amber, red or blue lights flashing, the same way you would react to an emergency vehicle, i.e. a police car, ambulance, etc. The legislation includes utility workers, garbage collectors, animal control workers, etc., to give them room to fulfill their duties in safety.

As a driver, you will need to decrease your speed as you approach a stopped vehicle. For safe braking, brake early and gradually as you get full control of your vehicle. As you slow down, you will be adjusting the flow of traffic around you and thus prevent any incidents that would lead yours or other vehicles, colliding.

If you are on the road with more than one lane, you need to change from one lane to another safely. That is the lane(s) without the emergency car or tow truck. Be on the lookout for fast approaching automobiles. If the road is undivided, then, all motorists approaching the vehicle from both sides should slow down.
